Joe, there has been alot of good info stated already. The correct fluid level in rear wheels is about the top of rim with tire loaded and inflated, or just below that. If less fluid than that the fluid will start to rotate around wheel at a certain speed. If more fluid than that, the air inside will do the same thing. The air will end up being like, trapped in one spot and rotating around with wheel ( not as big as concern as the fluid rotating around). I agree with the wheel wieghts being the better way to go if only adding 2 or 300 lbs. To make M farmall with narrow front more stable I would do this. The wheels on front can be bolted up several different ways (rim to hub). Bolt them up as wide as they will go. As for the rear wheels, make sure the caste iron centers of wheel are dished out, slide the wheel out and mount clear at the end of axle, and lastly if mounting wheel weights (mount them on the outside of wheel rather than inside). Fluid adding stability can be possible but also qustionable based on wheel width and amount of fluid. Anything other than mentioned above in regard to stability, will lesson stability.
