stuck tie rods

Hi,
I have an IH 574 and am changing the front wheel spacing. I am having one helluva time getting any movement on the tie rods--have tried weeks of penetrating oil and heat from a MAPP gas torch. I completely removed the tie rods from the tractor and am looking for suggestions on how to free up them up.

The boots are shot on the tie rods--I plan to replace them if I can find them, is it too late to save the joints? They move ok but are a bit sticky.

Also, the spindle housing on one side broke clean off while I was trying to get the knuckle off, not sure how that happened as I was tapping the knuckle and was nowhere near the spindle housing when it broke. Any suggesions on welding this?
