Plugs are cheap and easy to replace even if tractor doesn't need them. New ones might be the way to go. The other fellas have posted some good info here. The firing order should be 1342. I would just about bet that either the wires are hooked up wrong or the #1 wire on the mag is not timed with the #1 cylinder on engine. Might be a good time to go ahead and retime the engine. Take wires off, take valve cover off, and you should be able to stick a nail in one of those oiling caps on the front of mag to inactivate the impulse on mag (that is what makes the snapping sound when turning engine over). Now, slowly turn engine over watching the rocker arms and when number one is on compression, you need to stop engine at top dead center (removing spark plugs will make this alot easier). Also there is timing marks on the fly wheel through that whole on back left side of flywheel housing. These marks however are sometimes really hard to find and are also lined up at top dead center of exhaust stroke. The points need to open just slightly before top dead center of compression of #1 cylinder with spark advance in the run position (spark impulse must be inactive). If you can't find the timing marks you can stick a screw driver in the spark plug whole with one hand and with all plugs out you should be able to turn engine over by rotating fan with other hand and run the piston right to the top. Timing adjustments can be made where the shaft that drives the mag couples to the mag. When you know the timing is right, hook your wires up 1342. I never could find those stupid timing marks on my F-20 so always had to time the hard way. (note that even spark plugs and timing the engine may not get the old thing running). You could still have inadequate compression, faulty mag, or carberator not working right. It is just a process of elimination untill you pin point the problem but when you do and fix it the old girl will surely run. Good Luck and I hope you get it going.
