What happens if you put 500 lbs on the hitch in the up position? Will it hold then? If cylinder is good and pump is good, it has to be in relief valve. Could also be in the controll valves. Does tractor have other controll valves? Try hooking your hitch to one of the other controll valves. Process of elimination best move here. If close at hand try hooking your controll valves to a remote cylinder on an implement. Try those items and let us know results.
