sticking wheel?

Have a 230. Was blading the drive where I had to back up a slight incline, stop, drop the blade, then move forward. As I did this the right wheel seemed locked up, and would release with a pop as I let out the clutch. Acouple of times of this, and I noticed the brake pedal was not returning to the upper position, if i pulled it up manually, no pop....I know nothing of the brakes on these machines, can they freeze up? The problem did not occur on the flat slope, but then also I did not aply as much pressure to the brakes. Any ideas?
