When you include that word safley, I start to not be so bold. I took a new 560 to a 100hp and indeed operated it for roughly 16 years and 11,000 hours in the 90-100 hp range. In the end it blew up putting two pistons in middle yard. I don't think this needed to happen. 560 was on blower at silo. Hired help was changing wagons and left 560 running full throttle no load. My thoughts are that today those engines are a lot older to some degree metal fatigue has set in. These diesels that will crank out 25% to 50% more than their rated hp aren't going to be around when they are 50-60 years old like the old Hs and Ms.
