You probably saw an M&W clutch. I have never used one, but my understanding is they were used to stop tractor movement when using the pto for baling, etc under heavy conditions, resulting in the equivalent of a live pto. You still had to depress the foot clutch to shift gears, however. IH did not make a hand clutch for the H. there are several websites including this one that have info about the H, but no online database as such. You can purchase a CD from your Case/IH dealer that has a parts list for all (most?) IH tractors.
