Try checking around the tractor for a leaky gasket. If a gasket is leaking oil out - It can very well let water in. And It really doesn't take much turn it milky. Do you have any puddling of water anywhere on the tractor that could let it trickle in? Simple problems require simple questions. Really if you want to find where the water is coming from you can always go get some dye and and a light as they use in the auto field. When you have flushed the hydraulic system have you opened every drain plug? We found a drain plug one time that was holding just enough oil to keep the oil a milky color no matter how many times you changed it. Tony630
