Hi Craig,the m.c.v pump allow pressure to the two set of clutch pack in the T.A. If the pump is wrong,the T.A don't work.It may work on low (T.A) position because there have a one way clutch,by don't work on direct( lever forward)Have you some problem with the steering?

As I grew older (7), it was the thrill of my day to ride or drive on the tractor. My Papaw had a 1954 IH Super A that he bought to replace a Cub.
