IH 424 Hydraulics

I have a IH 424 with power steering and a loader. The Hydraulic oil seems to have a lot of water in it. I do believe the transmission/ rearend is a seperate resevoir(pls corrrect me if I'm wrong). I changed the oil in all around with hytran. There is still water in the Hydraulic oil which keeps freezing in the suction filter and making my tractor not functional in the 0 deg weather we have in Vermont. Is there a good way to get the water completely out? I have heard you can use a little Dry gas. Maybe flush the resevoir with fuel oil? Any comments or suggestions would be great. Thanks
