yes '39 m's and h's came with 36" rims. the later m's could have 10", 11",,or 12" rear tires. i have two sets of 36" rims for the early m's and have had several m's with 10" rims, but most of them have 11" rear rims. in the '50 tractor field book it lists h's rear tires as 10 x 38 as standard and 11 x 38 as oversize. for an m the 11 x 38 is standard and 12 x 38 as oversize. also hv's and mv's did use 36" rear tires.
