It does have torque to run the loader pump. It is always engaged, but I wonder if the gentlemn who owned it before me disconected it inside to run the loader or if it broke. The handle moves back and forth and looks like it works all the way up to where it goes into the unit, not sure what is happening inside. I think it is the style where the handle locks in place when you pull it back and you have to push a button on top to release it to push forward.
