Yes - running two joints with parallel input/output shafts and with the joints properly phased (shaft yokes in the same plane) will indeed cancel angular velocity variation that develops in the angled shaft! However 20 degrees is considered to be an extreme angle thru a U-joint - especially at the 1,700 or 1,800 RPM governed speed that an H turns.
