Cub engine and brakes

Ive got a 48 cub that ran fine until it quit running altogether. Ive had the carb looked at once, the mag twice. I can belt it up to another tractor and find out to where it will run on 2 cylanders. Ive been told that it is possible that it has slipped time by a couple of notches. Is that possible? If so, what is entailed in correcting that, and finally what is involved in changing the brakes. Thankls. Bill
