Could be a couple of things. Bad or missing gasket. The needle valve is sticking, missing or in backwards. The adjustment tang on the float is out of adjustment allowing the fuel to continue to enter the carburator when it should shut off. (There Should be a gauge in the kit for adjusting the float.) Also, new floats have been known to leak. Been there, done that.

Be sure to shut off the fuel supply valve when the tractor is off. A needle valve that is not working could allow a lot of gas to flow into the wrong places. Wouldn't hurt to check the oil level in the crankcase. If you have more than you're suppose to, could be some of it is gasoline. Okay, that's my 2 pennies worth.
