The other comments are good,try them first. If adjusting the carburetor by the book does not help, you might also clean the carburetor thoroughly and put a kit in it. It sounds like it is running rich which could be due to plugged air passages in the idle circuit. Remember the idle mixture screw is backwards to what cars used to be, turning the screw in shuts off air and richens the mixture. Since it runs OK under load it is reasonable to suspect the idle circuit.
