Repairing H Belt Pulley

The belt pulley on the 52 H that we have is starting to separate or delaminate. On each side of the belt pulley are metal rings that appear to be riveted from one side to the other. Some of the those rivet heads are missing. Is it possible to knock out the old rivet shafts and put in a piece of thread stock and secure it that way? What have each of you done?
