derek, If the pipe you're referring to is off the front of the fast hitch, going up to a stud on the side of the torque tube; then yes, it controls front to back tilt. It is usually just pinned to that stud which holds it in a fixed position. You probably don't have it any longer, but there is supposed to be a cast iron rod that slides down in that pipe when not in use, or you pull it out and attach it to the right hand rockshaft when you need to control the tilt angle. That is why all fast hitch equiped tractors have a different right hand rockshaft with a second attachment point part way down the side of the rockshaft. The arm that comes up the other side of the tractor controls the side to side tilt angle, and your remote hyd valve controls the main lift. Stan(VA).
