Matt, you are in the right area with the ball & spring. This is a signal check valve so that the highest system pressure requirement is sent to the compensator. When you replaced the ball & spring, did you look at the seat that the ball fits into? This seat must be perfect, as any leak will bleed off signal pressure to the pump. IH used to have a special tool for "coining the seat" in the valve. Usually, I just tap on the ball with a punch a couple hard times & it seems to work. Good luck!
