The kerosene/distillate engines have a lower compression ratio to burn the lower quality fuels. They have different heads, the kero engines having a larger combustion chamber to lower the compression. The only way you could use a 300 or 350 kit is to bore the block out to accept bigger sleeves, quite often you will hit the water jacket and ruin the block when you do this though. There are overbore kits for the H engine, it's actually hard to find a kit with the stock bore any more. The new kits also have step head pistons available for a little more ooomph. If you are wanting the most power I recommend getting the Firecrater sleeves and pistons from IH, they give the best horsepower numbers without doing anything extra. You can also mill a little bit off the head to add some compression, check with your local machine shop - they should be able to tell you if you can safely mill the head. If you are absolutely power hungry you can get yourself a block out of a 350 and put overbore kit in it for 175 cubic inches. Then get a 350 LP head for the highest compression possible. This option will cost the most.
