If the tractor had been working OK, and this is a new problem, you may have to pull the pump apart. It is possible to have too much pressure in the hydraulic system to be able to release it. If you raise an implement and leave it up when the weather is cold, and the weather warms up, the hydraulic fluid pressure may rise enough that you cannot release the check ball. Of course bleeding fluid out fixes it. This has happened to me.
