I would venture to guess that a 4-cylinder will use less fuel than a 6-cylinder under most conditions. Unless of course the 4 cylinder is overloaded and the 6 is just loafing. The 400 came with a 264 cubic inch engine (could have overbore kit to bring it up to 281 cubes like the 450) while the 560 gas had 263 cubic inches. The 560 diesel was a 282. I have heard stories about how a 450 gas could outpull a 560 gas and use less fuel while doing it too. The 560 diesel, however was powerful and efficient too. Is the 560 a better tractor? I don't think there should be much difference because the tranny and rearend are basically the same as a 400. The advantages I can think of would be that the 6 cylinder runs a little smoother, and the 560 has the hydraulic pump in the tranny instead of on the distributor. Plus I prefer the looks of a 560 over a 400, but looks don't get work done. Just my rambling thoughts...
