Have you ever tried cranking a motor over when it is that cold? The reason it runs so high is that the governor is doing it's job. The motor is under one heck of a load until it gets warmed up and the oil isn't as thick as molasses. Cover the grill with a rag or something if your tractor doesn't have shutters, so that it can warm up quicker, then it should settle down.
