We actually have a house furnace in our garage, propane fired. Heats the place from 0 to 65 in about 15 minutes, and is of course safe because it has a chimney and was designed for use in a house. HOWEVER, there is a danger with the pilot light and flame when there are gasoline fumes present - I always make sure to do my cleaning with gas and other fumes outside.

Electric heaters are also quite safe, but more expensive to operate. I know a few people with those ventless wall propane heaters in their basements - they like them.
