Sounds like a fair price to me, if it runs good and hydraulics work good. The steering wheel is probably rusted pretty tight on the shaft, and if you don't plan on saving it, you might end up just cutting it off. Otherwise you'll just need a puller (I used a three-jaw gear puller from Sears) some penetrant (I used Liquid Wrench, but have since discovered PB Blaster, which I think is better) and lots of patience. I pulled tension on the puller, gave the side of the steering wheel hub a few whacks with a ball peen hammer, and let it set overnight. Next day, did the same thing. Two weeks later it decided to come off. Heat might have helped, but I was in no hurry.
