The manifold studs I got all new from my local auto supply shop. Any good fastener supply house should be able to match the studs you still have.

As for the torque of the rocker arm assembly, I tightened it down with a wrench until I felt sure it wasn't going to come loose. If you want to tighten it with a torque wrench there are charts that show torque vs stud size.
