Ed: difficult question, you picked out couple items wrong with it. I like to look at two other items, sheet metal and castings. If those items are in good shape, chances are tractor was well cared for. The pto seal is not a big item, it may go for years and still be leaking slightly, and indeed not a big item to fix. The head gasget bears a much closer look. You can see the outward leak, inward takes a sharp eye. Get it running check for water in oil and vice versa. On price check the photo classifieds here at YT, other tractors in your area. Most SA which are more plentiful seem to be in the 2500 to 3500 range. 140 will go a bit higher. That Woods mower will run about 1700 new in US money. I assume this to be so as I was quoted 2500 Canadian here. There are a couple of 140 on YT photo classifieds right now.
