Sounds a little high to me. You say no options. Not real sure what you mean by this, but I am assuming you mean that it doesn't have hydraulics, p.t.o. shaft, fenders, and the optional equipment from factory. These items can be added to tractor but will have to be found and purchased and installed (salvage yard, good place to pick these items up). Don't add any extra value to the tractor if it is not a good paint job. What I mean by bad paint is if it was painted over grease or rust, was painted over existing deacals, or if paint is faded in color and so on. Lot of bad paint jobs out there. Some people don't even put decals back on. In my area, a tractor like what you mentioned would be worth $700 to possibly $900 or so. Depending on how good the rear tires and paint job actually are. If all optional equipment is not there it would probably be more like $700. I'm in the mid-west. In my area the $1600 figure would more suit one that is mechanically sound with new tires and new paint job and all factory options.

To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
