Sounds like the braking surfaces on the acutating disk and/or tranny side plate and brake cover "bowl" are worn, or perhaps have been machined down beyond the required minimum thickness dimension. A good actuating disk (balls and ramps not worn) will show approx 1/8" of gap between the two disk halves assembled with all the balls and springs in place.

To your other question, yes - the actuating disk assembly simply floats on the splined shaft. Light lubrication (film of grease) when assembling helps make this happen. ...Bob M (Chili NY)
