If you have cranked an F-20 you will notice that the click of the mag is precisely right at firing time of one of the four cylinders. I understand what you are saying completely. There is a correct placement of the spark advance for crank starting. I thought the impulse/as well as spark advance moved the initial spark from before TDC to after TDC. I maybe wrong, but thought the spark advance needed the help of the impulse to move the firing of spark plug from before TDC to after TDC insuring that the tractor would not kick during hand crank starting. A plug firing at TDC or before is subject to kick back. An engine timed correctly fires several degrees before TDC when in the run position. Like 10 degrees or so.
