Timing a Magneto Ignition on a Cub

I recently tuned-up my 1948 Cub and can not get my ignition timing to 16 degrees. When I move the distributer I run out of adjustment. Fully advanced the timing reading is 0 degrees, but when I jump the sparkplug wires 1 hole, the motor kicks back like the timing is advanced to much, so I was wondering if the magneto timing could be off. If so, I see a mark on the drive gear but where is the mark on the rotor button? Anyway I would like to know how to check or set the magneto timing. I would appreciate any help offered. Thanks
