It is only a federal offense if the mail box has first class mail in it. You can mail a letter to yourself, tell the mail carrier to leave it in the box. THEN, if someone hits it, it is a federal offense. Of course, if your postal inspectors are like the ones we have here, they have to be smart to act as dumb as they do. Fouryears ago, I picked up a garbage bag FULLof first class mail stolenover 30 miles and several routes. It took the postal service three months and four days to give the mail to the rightful owners with a cover letter saying," This mail was recovered in yards or in the roadway." I wrote five letters to the inspector service in Jackson, Ms, asking for an explanation over the long delay. They either acted dumb or actually were. I lost faith in them then and there. (and respet)
