With the 2-way hydraulic set-up you describe, the lever that is lowest on the tractor goes into a hole in the center housing of the tractor on the right side; this must be locked all the way back for the upper lever to work as a 2-way hydraulic system.

The upper lever should not have any catches welded on it; just a straight rod. Center it before pulling the botton lever back. This puts the 2-way in neutral position.

I used a setup like this many years ago on my "H"
