Farmall Cub on the side of the road!

I spotted a farmall cub well back from the road in a paddock for sale the other day couldnt see much from the road cept it had no exhaust stack and what looked to be a flat left hand front tyre also an ignition coil. stopped to check the name on the mailbox and rang the owners -the wife told me that the tractor had seized (from water getting in the top...obviously) and that the front RHS rim had rusted, other than that it was a good tractor and thay had used it for many years on the farm until they got a new john deere and they wanted $500 NZ bucks for it (about 220 US) having restored a 1948 B recently featured in Herb Blairs "Allis chalmers B restoration" web page I am no stranger to the introduction of water into the cylinders and wondered (a) with the coil what year might it be and (b) whats a good price to pay (in $US is ok) for the purchase of the tractor. It looks to be all there and the tyres arent too bad.
