John: I don't think you should leave over really what was a family matter that happened when you were 10 years old. I once found a new highway transport tire and wheel in my corn field. This tire had fallen out of the spare tire carrier. I posted around village what I had found, and owner could claim by identifying. Two people came to my place separately. Both were able to give all the specs. In my opinion, the first guy got lucky and claimed the tire. The second guy two days later was the owner of the tire. I have no proof of this, however I will go to my grave with my opinion. The truth is John, you can't do much to help careless people. I guess one could clean up after them. Who knows, maybe the power utility truck driver intended to loose generator, and maybe his biggest surprise came after work.
