Take the valve cover off,then move the compression lever back and forth. watch the rod that pushes the starting valves down. if they are not going down you need to adjust the lever. carb kits are $275. at bates.corp.com float and gaskests. Just because the float is moving doesn't mean its getting fuel. One more thing it could be is the butterfly valves in the intake manifold which work on trip lever when compression lever is moved.
