I have a TD 14A that starts on gas first. The little trick to firing her up is - After pulling the control lever on the dash down,I have to get off and manualy push up on a C shaped lever that is behind the carb. There is a round rod with a little piece of flat iron on it that is suppose to do this ,however it don't always make the trip. If I don,t make sure that rascals all the way up,that tractor won't hit a lick. Hey,Ijust thought you might want to try it before tearing into anything. I'm pretty sure your W-9 is made the same way.GOOD LUCK!
