Probably best bet is to not bet against Guy Fay on such an easily researched subject. But if you must, I'll take you up on your wager at 10 to 1 if we can get Mr. Fay to expound on his knowledge and research of the subject until you are satisfied that he is the acknowledged expert on IH in these here parts and never never never answers a question on this board lightly or without solid historical basis. His opinion carries more weight than a TD-25 with a bad final drive and the ripper stuck in the ground. To prove him wrong you would need to research the IH archives and find where IH decided to offer starters on the F-20 as a factory option. For the starter to be in a parts book would be too elementary for Guy to have said anything other than "it is shown in the parts book". By the way, you would enjoy reading books on IH tractors published by Guy Fay. Check Amazon.com.
