SM Belly Pump

Checked the archives but didn't find anything to help me. I pulled the pump because it no longer lifted. Thought i would see the problem - all gunked up or broken parts. Actually just the opposite, everything is clean, tight and smooth. Is there anyway to tell now if the pump needs rebuilding or should i just get the parts and do it. I can turn the shaft easily. This does make the vane(?) turn. Should this be the case - easy?Thanks!
