SMTA hydraulic problem; Pump or what?

My SMTA hydraulics have very weak pressure. When I connect the hydraulics to the baler (jd 336 with kicker; the hydraulics are for moving the direction of the kicker) it will hardly move the kicker. It also will not raise the hydraulic door on the manure spreader. The tractor does seem to labor so I know it's "trying". I checked the hydraulic oil and its level is fine. Is there a hydraulic filter somewhere that could be clogged or is it the pump? Thanks
