I have the same problem on mine. It will whine for 10+ minutes when it's below zero and I just let it sit a little above idle until it stops. I've realized that what RPM said is true. When I drain mine, i leave it sit in a bucket for awhile and the water will settle on the bottom of the bucket. I do this so that I can see how much water is actually in there. With these 460/560s, it is considerable. I'm not really sure what is the best way to stop it completely so I just change the fluid every year. Hopefully somebody else has a trick.
