If the stuff is still soft, scrape what you can with a putty knife. Use lots of rags and kerosene, foam engine cleaner, Gunk (cleaner), or the like, then stick the valve train , valve cover and head in a parts cleaner tank. If you have no tank, just keep at it with the cleaners and rags. A stiff paint brush or wire brush might help if it's hardened. It's not a fun job! Try to wear some protection on your hands and safety glasses for your eyes. The stuff splatters all over.
