engine compression

Ok this H engine we have been working on we bought used for $150 so it is not a fresh engine. Anyway I was working on it last night and I adjusted the valves put the valve cover on put the plugs in and we have spark next is to hook the gas up. Anyway I do not think we have very good compression and why I didn't notice it before who knows. With the plugs in I can still roll the engine over fairly easy by grabbing the crank pulley and turning it by hand. That bothered me. We do not have the carb on yet and i remember reading that if you were doing a compression check have the throtal wide open. If the carb is off will this affect the compression? If not I will check compression by first checking it to see what it is and then add oil in the cylinders. IF the compression goes up the rings are bad? and if the compression stays the same the head needs work? any ideas will be great. My main question though is not having the carb on and the throtal wide open will this cause the compression to be down? thanks Chad
