B electrical- I'm missing something!!!

Here is the deal: When tractor is running I am getting a reading of 7.2 volts (this is a 6 volt,pos ground)from the wire that runs from one of the regulator lugs that goes to the ignition switch. I am also getting a reading of 7.2 volts from the regulator lug ( middle one) that runs to the light switch. I get a 10 amp charge showing on the ammeter Here is the part I can't figure out. When the lights are turned on ( I only have the stock lights)the ammeter shows a 3-5 amp discharge and will not recover. I diconnected the wire running to the fuse (middle lug that was producing 7.2V) and jumped a wire frm the other wire that was also producing 7.2V(this is the one going to the ignition switch). With this arrangment the ammeter bounces around from a 3-5 amp discharge to a 10 amp charge. In addition, I think I have someting "leaking " the battery dry. It does'nt seem to hold a charge correctly (new battery).Is this problem the regulator? light switch?..... Oh yea,the lug on the regulator that goes to the light fuse is always hot - is that correct? I appreciate your help!
