I just got a 350 IH started and moving yesterday, the owner told me the engine has been O/H in the last couple of years, new TA, and Clutch. Well the roof fell in on this old tractor and busted the muffler off and rained and snowed in it for awhile. All I had to do was pour about a cup of Marvel Mystery Oil in each cylinder and let it sit for a week or so. I had to remove the starter and use a prybar on the flywheel to get if moving. Took a good long while, but as long as you have lot's of paitence, it's worth it. You may have to let her soak down for the better part of a month, but be paitent and you should be able to get it unstuck if it hasn't been sitting like this forever. Good Luck P.S. Forgot to mention, if it's cold in your area and you are doing this outside, use a block to wedge the clutch pedal forward--if there is any moisture in the rear end oil and it freezes, you woon't be able to move anything either. BTDT!
