Mark, no it dosn't include the intake. you have to seperate yours and install on the new exaust, that somtimes runs into problems to, as the mating areas will be rusted and you have to have it machined. also 99% of the time all four bolts will twist off. I would opt for welding first, then check with a tractor salvage yard for a complete used replacement, the last one I bought was $200. good luck.
