Don't jump to conclusions just yet. Drain the oil really good and refill with fresh oil. Then run the tractor for a while to see if it happens again.

When it is cold out and you don't run the tractor long enough to really warm it up, condensation occurs in the crankcase. Enough short runs and it can make for milky oil. Please drain oil and refill before jumping to conclusions and taking it apart. Just my $0.02 worth.
