There are two types of steering control arms and ty-rods on Super A tractors. The early ones had a hooked shaped steering control arm with a ball on the end and ty-rod had a socket on the end that fit the ball. The later model Super A had a steering control with a tapered hole in end and ty-rod ends were an automotive type similar to what you might see on a Chevy truck. Which type do you have? This may explain the part number difference. It is awhile since I have had one of these off so don't remember exactly where key way is. I just took a short walk to shed, bolt that clamps controll arm to top of spindle shaft is on out side next to tire. All three of my tractors have the newer type ty-rod set up.
