This flapper valve as you call it directs hot exhaust down to the bottom side of the intake manifold when the engine is cold to help atomize the fuel and give better cold weather operations.It then closes off that chamber when the engine warms up so the engine will alow more cold air into the cylinders and develop more horsepower.This chamber is usually filled up with carbon so that hot exhaust gas can't circulate like they were intended to.To clean out this chamber you will have to remove the manifold and remove the four bolts holding the intake and exhaust manifolds together and take a hammer and pick and knock all the carbon loose,but be aware that all four of those bolts will probablly twist off.Replace the bi-metal spring when you put it back together.
