no throttle control on C

Just put the front of the engine together on the front of my C after replacing the front timing gears. Fired 'er up for the first time and found that the tractor runs at about the speed of half throttle, moving the throttle lever barely affects engine speed at all even after moving the lever to wide open and back to idle. all my linkages are hooked up and move freely. I have only run the engine a few minutes and may not have the timing dead on yet. I'll do this next, but if that don't work, do you have any idea what it could be? something with the governor maybe? thanks for any help
